For housebuilders and developers

See public sector housing schemes before the delivery partner is chosen

PSC Pipeline finds public sector housing and regeneration schemes in England and Wales at RIBA Stage 0 to 2, before they reach procurement or planning. Your land and partnerships team gets time to build the relationship and shape the deal.

01 · The problem

By the time a housing scheme is public, the positioning is done

Councils, housing associations and other public bodies plan their housing programmes, land releases and regeneration schemes long before a planning application or a call for development partners. The housebuilders already talking to them help shape the tenure mix, the delivery model and the commercial terms. Everyone else responds to a brief that was written with someone else in mind.

In public sector housing, the deal is usually shaped before anyone advertises it.

02 · What a head start changes

What a head start changes for your land and partnerships team

01

A say in how the scheme is delivered.

Engage the public sector client while they are still deciding between a development partner, a land disposal, a joint venture or a contractor-led route.

02

A stronger pipeline of sites and partnerships.

See council housing programmes, estate regeneration and public land releases in the regions you target, before planning, and judge which are worth pursuing.

03

Sight of who else is involved.

Records name the architects, planners and other consultants as they are appointed, so you know who is shaping the scheme and who to work with.

04

Investment decisions made earlier.

Plan land, resource and partnership activity against a forward view of public sector housing, rather than reacting to opportunities once they are competitive.

03 · Where it comes from

How PSC finds housing schemes before they are public

PSC Pipeline monitors the published sources where public sector housing first appears: council housing and regeneration programmes, housing revenue account business plans, capital programmes, cabinet and board papers, funding announcements and consultations. Clients include local authorities, housing associations, combined authorities and other public landowners.

Records are updated as schemes move, so changes in scope, tenure, funding, programme and appointments reach your team as they happen.

04 · What a record tells you

What your team gets on each scheme

Each PSC Pipeline record covers the client, the scope, the RIBA stage, the budget and funding position, procurement intentions, programme, planning status and risks, plus the consultant team where one has been appointed.

At RIBA Stage 0 to 2, how much of that is known varies from scheme to scheme. Unit numbers, tenure mix and the delivery route often firm up later. That is the trade-off of being early: an incomplete picture in time to act beats a complete one after the partner is chosen.
