For specialist supply chain
PSC Pipeline finds public sector construction schemes in England and Wales at RIBA Stage 0 to 2, before they reach procurement. Your team sees the work coming, and who is likely to deliver it, while there is still time to build the relationship.
01 · The problem
Main contractors lean on trusted specialists early. On two-stage and design and build schemes they want pre-construction input, budget prices and buildability advice long before packages are formally tendered. If the first you hear of a scheme is the package enquiry, you are pricing against firms who have already helped shape it.
The specialists who price the second stage are usually the ones who helped with the first.
02 · What a head start changes
01
See which schemes are coming and which contractors are bidding or appointed, so you can offer pre-construction support before the supply chain is settled.
02
Bring your expertise in while the design and scope of your package are still moving, where buildability and cost advice carry most weight.
03
Plan labour, capacity and cash flow against a forward view of public sector work in the regions you cover, instead of reacting to enquiries.
04
Public sector work runs to a different cycle from the private market. Seeing it early lets you balance the two, and choose the schemes that fit rather than pricing everything that arrives.
03 · Where it comes from
PSC Pipeline monitors the published sources where public sector capital projects first appear: capital programmes, spending plans, board and cabinet papers, funding announcements and consultations. Clients include local authorities, NHS trusts, schools and academy trusts, universities, housing associations, and police and fire services.
Records are updated as schemes move, including when a main contractor's appointment is known and verified, so your team knows who to approach and when.
04 · What a record tells you
Each PSC Pipeline record covers the client, the scope, the RIBA stage, the budget and funding position, procurement intentions, programme, planning status and risks, plus the consultant team and main contractor where they have been appointed.
At RIBA Stage 0 to 2, how much of that is known varies from scheme to scheme, and the main contractor is often not yet appointed. That is the trade-off of being early: an incomplete picture in time to act beats a complete one after the packages are let.

05 · Fit
PSC Pipeline suits specialists who go looking for work. That might be a BD manager or a director with time set aside for relationships with main contractors. What matters is that someone has the remit to act on a scheme while it is early.
If work usually comes to you through contractor enquiries, the PSC Research Tool may suit you better. It researches a specific scheme on demand, so you can check where it stands before committing to a price.

How early does PSC Pipeline find schemes?
PSC Pipeline finds public sector schemes at RIBA Stage 0 to 2, often months or years before they appear on a planning portal or as a tender notice.
Which specialists is PSC Pipeline for?
Any specialist or trade contractor that wins public sector work through main contractors: mechanical and electrical, groundworks and civils, envelope, roofing, fit-out and similar packages.
Do records show which main contractor is involved?
Yes, once the appointment is known and verified, and records are updated when that happens. At the earliest stages the contractor is often not yet chosen, and the record shows the intended procurement route instead.
Which sectors and regions does PSC cover?
Public sector construction only, across England and Wales, sold by region. That covers housing, education, health, leisure, civic, and police and fire schemes.
Where does the information come from?
Published public sector sources: capital programmes, spending plans, board and cabinet papers, funding announcements and consultations.
How is PSC Pipeline priced?
An annual subscription per organisation, priced by the regions you cover. See Pricing.
